I kind of disagree. I don't think Empire's powers are weak
in the least. Each of the sects has something rather interesting
to off save the Black sect, most likely.

Black shroud is easily the best single protective spell/supp in the
game.

The arcanes are given an easy way to tap their inventory, learn
spells, and volley others magic. I don't think that too shaby.

The blades get the imperial training.

The black sect is possibly the weakest in terms of power.

Of course, by themselves they aren't all that except for
shroud, but when used in conjunction I would say they are
pretty formidable.
