Actually, Rome is right. No, you're not "forced to" hate Empire by some outside force as a Scarab--perhaps bad choice of words on his part. But the Imperial ideology is fundamentally opposed to the Scarabite one. One is predicated on the conquest of free will, and the other on its unchecked reign. If you think Scarabs shouldn't hate Imperials, you're wrong.
