I think the emperor should be weakened. I mean, really weakened. Give him like 8 str and 9 dex, and 4 con upon taking the role of emperor. That will make the bastard stay inside and rule his empire rather than go out and fight things. Make him sit on his throne with a bunch of cronies ... er...bodyguards making sure no one hurts him.

Oh...wait...emperor having all sect powers (if that is indeed what happens) makes sense. What good is an emperor who does not at least know what his sect leaders can do? I say at the very least, let him have their powers. And then be THANKFUL that he doesn't have any uber powers derived from a combination of the sect leader powers...
