I've always found it beneficial to think of the Empire as the Federal Government of the U.S.

Thera is much like the U.S. would be if there were only state governments and there was an elitist faction trying to bring all of the states together under one major government.

As an aside, I think the people who play Imperials do a great disservice to the idea behind the cabal. The idea is terrific, the people who play them are morons.
