It also depends on which imm you are trying to get empowered by, how well you can roleplay and/or make the point that you fit within the sphere, whether you have a background and description well-thought out, etc etc etc..

But good lord, if you have been trying for empowerment for over 200 hours then you are doing something or there is something totally wrong. At that point I might even go as far as emailing the imm to see what is up, even if it is just asking if you should give up.
