Fact is, imms don't have enough time to watch everyone. And people will try being honorable and destroying evil and never gangbanging, but not get everything because imms can't see everyone. They will then realize there's no point to disadvantages such as that.
Cabal powers are there so people will take disadvantages for roleplay, and still not be extremely underpowered.
