Probably the same reason why your scourge doesn't affect the golem or Archmage, or your groupmates, while they're involved in a massive melee. Playing a bard is a little tougher than playing an invoker. And there's a 300 xp penalty. And there's a two round lag on *every* single one of his songs. And... Well, I'll rush to the point: game balance. Maybe you should play a bard before you contemplate how they should be restricted even further.
