Hmm... Well, I'm not Octavia but I've seen enough
of her roleplaying to know what to expect. First,
Raztibel is a DAWN Member! Octavia is Arbiter!
You figure out the difference. Second, Octavia's
main goal is to seek out and defeat criminals.
She was trying to keep the eagle still so her
guards could finish it off. Unfortunately the
eagle fled the right direction and got a kill
on Raztibel.
I wonder how much protective magics yagar had
though....
