There is law about entering Arbiter cabal.
According to this law even if you stepped on
the entrace you could be flagged.

May be that guy wanted to flag you so he did it with

Small remark about Palan/arbiter log: Arbiter did wrong thing when flagged Palan.
As much as I hate that guy (Palan) I must say he can call his merc as he wants (even Yagar).
And assisting to his merc could not be counted as violation of law since Arbiter
initiated attack.
Hint: he still could be flagged for looting in PA(protected area).
