There was a post a long time ago about how rager powers were disgustingly sick, but that the trade off was no magic/no summon/no etc. Ragers taking advantage of summon would be sort of like ragers getting a sanc from a healer, then putting up resist. Communers draw their powers from the gods, and as such are to be respected. However, any sort of external assistance dilutes the purity of a true warrior, and thus communes are not to be accepted onto oneself in any place other than the shrine of one's deity (and the village healer). Maybe things have changed somewhat under Nesam, but when I was leader, grouping with communers was perfectly acceptable so long as one didn't accept their communes directly. Now, going and summon/ganging someone is a different issue.... Though I would see no problem with having a shaman summon someone whom you then fight one-on-one... that's courageous, and the summon is only serving to remedy your foe's lack of courage by bringing them to you.... But in a raid situation, there's no reason at all why Ragers and communers shouldn't or couldn't fight side-by-side independently.
