Ive never attacked a non rager non magic using person unless
a) I know hes attacked battle members
b) hes empire
c) hes an arbiter
d) He refuses to discontinue using magic - Id prefer to ask em to stop first.

Ive been attacked numerous times, for this because its hard to know which ones really
are worthy of being nailed.
