He knows that deathblows are normal, but enhanced hits. What he is saying is that, since they are 'enhanced' hits, they should take more energy/exhertion than normal, unenhanced hits. Therefore, a deathblow takes up more than one attack. He thinks a deathblow takes up two attacks. For example, take a warrior with one weapon and fourth attack. That warrior gets 4 normal attacks. Now, he can make 4 attacks, 2 attacks and a DB, or 2 DB's.
