I'm sure there are other reasons for Battle to hate Empire other than their acceptance of mages; that is, I'm sure the war would still rage on if they didn't accept mages. If that was the only reason than battle would constantly be taking the book and equation because *gasp* those cabals accept magic users as well. Therefore, with the above in mind, your logic is flawed. Ragers will group with anybody that doesn't openly use magic in front of them, and that's how it should be. Hell, in a perfect world a rager wouldn't attack a mage until they cast magic in front of them, but that's too deep into the roleplay pool for most people dive. Think about it, unless they're surrounded by crackling magic shields or something than there should be no way from telling a mage from a priest.
