Check it out - The immortals are placing these high level aggro mobs all around Galadon because they are tired of people just hanging around - especially newbies. They want you to go explore other places, and figure that if you die once or twice to an aggro mob you'll see that it's not so bad. Then you'll go explore other areas without the fear of being slaughtered by aggro mobs because, well, it just isn't that big of a deal.
