I will take a wild stab here, and say that below 14 you get one practice.

15-17 = 2
18-22 = 3
23-24 = 4
25 = 6

It should also be noted that any wisdom gained from items only counts 1/2 towards this total. Example, if you have 17 wisdom and wear a +1 wis item, you will still only gain 2 pracs, as you effective wisdom will only be 17.5
