You're not asked to understand it. Agorinth was the strongest for the job, so he became Emperor. Why? Because the Immortals decreed it so... why is there an argument? And Agorinth and Nastrael were not the sources of the problems, they have been, and presumably still are, excellent Imperials Cleaing house was the best thing for the Empire, cutting away the dead flesh to re-create the Empire, simply wish established leaders who have earned the Gods respect.
