Assassinate

Perhaps someone could give me a hint as to what I'm doing wrong. I've
finally reached the ranks where i can assassinate. Now I'm fully aware
that this is far from a perfect skill, but not only have I never gotten
a successful assassinate, I've never even hit someone. I always stalk
before i try, most of the time I've stalked many times before i try.
But when i go in for the kill, I always totally miss the first shot. It
was my understanding that even if you missed the assassinate, the inital
hit was at least somewhat damaging. I get nadda. Should I be preparing
a different way? Stalking more often (although i don't see how)?
