It used to be easy to do this.. all you had
to do is use a weapon that you were unskilled
in, or a weapon that the mob you are
practicing on is unaffected by (e.g. fist of
lightning on certain creatures in Emerald).
But the Immortals changed it so that both of
these methods do not work (you do not learn
if unskilled or mob is unaffected). It's
probably better this way anyway because if I
remember right it could easily take but a
couple hours to perfect the defensive skills.

There are other tricks you can take advantage
of, but it is not easy, and will take more
time. Just keep in mind: the more mobs you
tank at any given time, the more hits you
will try to dodge/parry (but potentially
take as well. ;-).

Still better to start your life early as a
tank.
