I think it's an effort to filter, but honestly, if you got a really good interviewer who could grill the hell out of people it would have the same effect as the current system which lets the "Duergar-warrior-sit-at-26-perfect-everything" people say "What the hell, I'll join ragers!" That, and I think if people were expected to plan both their specs at once they'd get them both at once. Just kinda feels like you're forcing people into one type of playing style.
