In the time I've been playing neither me, nor any of my friends who play battleragers alot, have ever seen Vassagon, someone empowered by him, or tattooed by him. I can't say he's never around but his religion is as dead as Galadriels. Not anything to worry about, there are plenty of active War-gods left.

As for his shrine, look to a mountain pass east of the most evil city in Thera. It's actually a pretty cool place and it's a pity his religion is dead.
