It's not the responsibility of the Arbiter cabal to make you a self-sufficient fighter who's able to hold his own against someone with cabal powers that were designed to aid him, because Arbiter is a cabal that has nothing to do with fighting. You, by joining the Arbiter cabal, have acknowledged that fact, and have accepted the duties that come with the [ARBITER] flag. Arbiters have powers that help them do what they're supposed to do: Arbitrate. Pass judgements. Investigate claims. Now... don't fool yourself by saying that an Arbiter is somehow worse off against the rager cabal than your average uncaballed Joe. An Arbiter can sit in his guild all day and be doing his job just by watching the city. He can flag you and put you at a disadvantage if you decide you want to kill him in town. As not-related-to-fighting as Arbiter powers are (and rightfully so), they still do provide an arbiter with a distinct advantage in fighting in town (again, rightfully so... as it's not so much a fight as it is a criminal being brought to justice). In closing, a rager fighting an arbiter on the rager's terms is going to win if cabal powers are the deciding factor, yes. Are you saying it should be different? Give the arbiter a fight on his ground (in New Thalos, surrounded by aggressive cityguards, with two at-his-rank mobs at his side, and nasty -str -dex manacles that make it impossible for you to run, not to mention detect hidden), and you're toast if he knows what he's doing.
