Alright, here's an idea. Maybe make it so that Centurion "roadblocks" can only be set up at certain designated chokepoints, like bridges, or say the gate towers on the imperial road.. places where you couldn't just run out into the corn fields and avoid a couple of soldiers blocking the actual road. Basically, the rooms where you can set centurions up should be actual chokepoints, whether by terrain, or bridges/fords in rivers, or constructed ones such as Towers and Gatehouses along a walled off portion of the road.

Just a random thought.
