Not commenting if paladins need something or not, I have two thoughts about horse riding.
1. Yes, you probably shouldn't be able to use it in rough terrain probably inside (you don't ride a horse in your home, do you?), on the water and in the air.
2. The idea of horses isn't unique. I know several muds, CF clones where horses could be used. If CF gets this feature, I just don't see why using horses shall be unique to paladins. Is it something that comes from holiness or from being a servant of god? Can't an ordinal warrior learn how to ride? All in all, if CF gets some skills that deal with horses and riding, there is no reason to give them only to paladins. Things unique to paladins should come from their unique role.
