There's at least one Arbiter on right now who
could give him a run for his money.

Note to Arbiters: Special Guards are for hunting
criminals. If you are not in town, and there are
no criminals to hunt, put them away. If someone
tells you where a criminal is, and you have your
guards, you should not run in the opposite direction.
Either go chase the criminal, or admit that you aren't
going to do that, and put the guards away. Simple?
