It worked alot for me, but it failed more times I beleive.
And of course alot of the people ended up getting away especially

I think halt is probably better than hold, though
duo is a strong point for making an arcane muter.
Why I think halt is better.. A shifter with a major
form, after halting you can normally dish out alot of
damage quickly. So by the time the halt wears off you
are either dead or in bad shape. They can also "stack"
halts instead of having to wait for the first one to wear
off - this can make the halt duration pretty close to the hold
person duration. And if the shifter muter is with a group
even one halt should give his group the edge to win a fight.
