Just for the hell of it, I'd ask a couple things:

(1) What speed is your modem?

(2) Check your connection speed (you didn't mention what you're connecting at in the post). In Win95, for example, there'll be a little icon at the bottom right corner shaped like two connected PC's. Is this speed reasonable for your modem?

(3) Does traceroute provide you with any useful information? Traceroute to carrionfields.org for example and see if you've got reasonable turnaround times. The fact that you're downloading mail really slowly suggests that it's a local problem, but net lag might be hitting you as well.

(4) Do you feel like trying to isolate the problem? Try the modem on another PC, try connecting to the same ISP from a different location with the same PC/modem, call the phone company and have them test the line (they'll do that for free), try borrowing a friend's modem and see if that solves the problem, etc.
