Ask around. The only obvious people may be the Emperor and
Sect Leaders, since those positions are titled. However,
there are likely many others around who can BloodOath. Hint:
they're evil. Walking up to the Palace is another good way to
Citizens. Of course, they might attack first and ask questions
later, depending on how threatening you look. But anyone who
you wish to take the Oath should not attack you.

Depends on competence. Almost anyone who asks will likely get the Oath,
along with some instructions on what to do from there. From there,
you wait for an interview. Interviews in Empire tend to be less
rigorous than, say, Sylvan, but that is usually because the Council
pursues a "Let most of 'em in, and Anathema the fools" policy. Empire
gets a bad rep for having fools on the roster, but from what I have seen,
fools don't stay on the roster for long.

Trust me, you do not want to be Anathema. Do the homework before and
after interviewing, and find out what you can and cannot do. Empire
isn't big on forgiveness.

And no whining. Even if things go badly.
