Item crumbling

Anybody know the mechanics of item crumbling? I understand how a lowbie's limited loot would crumble, but recently a few items of about level 35 (weapon/armor stuff) crumbled on a hero-range char just a couple of minutes after killing the mob. One of them looked pretty promising, too. *snap* Oh well. Anyway, is this a bug or a feature?
