There could be two reasons for that: either (1) people are missing out on a valuable service that familiars provide (either by not understanding how to use them or merely choosing not to) or (2) they're protective of their familiars and are using them stealthily (which is probably the wisest thing to do).

I guarantee you that familiars won't get tougher. They're not intended to be used in battle nor will they be.
