The difference is that a rager can do it without potions and whatsoever. But then again they have a damn hard time to get away when the shit hits the fan. No green potions, or the like. The reason ragers have 100% is not their cabal skills, but the fact that half the people around is ragers in the 30+ range.
Any cabal, even one without powers would have 100% if they had that amount of members.
