From what I can tell, it is dependent on level of caster vs level of target and saves of target. I know for a fact I was once hit with 5 directed spells in a row with spellbane up during my lower levels. Thats also a reason I now have some 80+ (less than -80, whatever) save vs spells with warcry/spellbane. This could have been before the Battle powers were divided, I don't know if that makes any difference.
