Nobody is referringto tactics or strategies or whatever. We are discussing skills/powers/spells being implemented with too much power and later needed reduction. Like the forms example you gave. It was not a question of tactics, it was a question of simply being overbalancing in power.

That takes nothing away from the need to learn to deal with the various powers once they are set at the appropriate level. Evolution means the powers are relatively balanced and people learn how to deal with eachother. It does not mean having some powers be unbalancingly strong. See the difference?
