Since Entropy has no mortal leader, you have to talk to Pico, Ishmael, or a heroimm - that heroimm currently being Eyllivea. I would not recommend that you try Eyllivea, though. She let my first note expire w/o response, then when I found her by chance in Galadon, told me to write another one. It too expired without response. Somewhat later I saw her on and, with tells, asked what was going on and what would happen to my application. She told me to write yet another letter. I haven't done that yet, and don't plan to.
