See, a paladin is not just a warrior-priest. A paladin is supposed to be an exemplar of goodness, purity, and honor. People who only want to smack down evil become warriors or shamans.

As for people not wanting liches to guard their towns... I don't recall the Arbiters ever asking my permission to do their policing. They're really more like vigilantes than official police, the way I see it.
Although I do agree with you that there ought to be a non-lawful class to balance out paladins, as well as another good class to balance out necros. How about a good-only non-lawful mage-type class? Dunno what it'd be.
