You're definitely right that a plethora of new powers would be devestating to the immortal staff who would have to listen to the basic crap empowerment interviews of 999999999 new paladins. That's why only a few balancing powers should be added, not an entire class overhaul.

If there was a total class overhaul I'd just have a temporary empowerment given to all paladins at rank 1. Let it wear off at rank 30 or so, or after say 50 hours of play time. That way you don't have countless paladins praying every 3 seconds for empowerment, and you don't have paladins sitting at rank 29 with their nifty new powers until they age die.
