From your perspective, it may seem like a few hundred hours to get empowered, but how much of that time was actually spent conscious and trying? a)Some situations I have seen alot of... b)Communer A logs in, is level 9 and has no desc, no sphere, etc. Communer A sees a level 53+ imm visible, hastily throws together a desc and sphere and starts bugging them for an interview, when it is obvious they are not ready. c)Communer A is level 20, is still unempowered, and spends more time looking for equipment and groups than searching for empowerment. I can guarantee you that the chances of any of the above getting empowered ever with this char are slim to none. The thing that sucks about this is you may have already screwed up and been noticed by your god when you were messing around, thinking you didn't need to take your character seriously. Some things that I promise will get you noticed by your god, if you never hear from them in their shrine... The key is to not automate the process so it looks like a robot is playing your char, to be different/creative about it, and to have a well thought-out role. ALso, keep in mind your prays _are_ being seen by somebody, even if it might not be the intended god. So, when they do login, that god is likely to hear from other imms that you have been persistantly annoying or disrespectful. Empowerment isn't for everybody, and its not perfect, I agree. But I am a firm believer that most of the problems with it are because most mortals don't understand how they are being viewed by imms... also, you may have picked a god that really hasn't been around in the last month. Communer A logs in inside shrine, sends up an automated pray (exact same one seen every hour), waits 5 minutes, prays again and either drops link or quits, never leaving shrine.
Have a good description, and write them a decent note about yourself describing a little of your history and beliefs. Take some time to look for others of the faith, it never hurts to drop a name or two when you do get interviewed, or to know what to expect.
Go on quests. Even if they weren't assigned, you should have some minor tasks you are working towards such as liberating the souls of any undead you encounter, reclaiming wilderness areas, trying to convert others into honesty, etc. Every 4 days or so of not hearing from your patron diety, post an update as to what you are doing to further their religion.
