There's a hint in the helpfile, and additionally keep in mind that I didn't stick it anyplace a level ten character couldn't survive.

If this is about empowerment, I don't personally require the shrine be found. Pick someplace quiet appropriate to the character/beliefs and pray from there. Your guild, Galadon, and anyplace while getting xp obviously don't qualify.
