Wanting to kill someone has nothing to do with what occurs when there are no arbiters. "Where Pk" is the most often typed command in that situation. As soon as a pk is outside their guild everybody mobilizes and attacks/kills that person then they retreat back to their guild and start spamming "where pk" again.

Best thing to do is just not go within 6 areas of Galadon or New Thalos when there are no arbiters.
