I always thought that XP penalties were used to 'force' the select classes to be less common - i.e. a high Paladin XP penalty helps keep their numbers down. Perhaps if Thera was known for being almost exclusively dedicated to the Light, Necros would have exp penalties. I dunno, just my take on it.
