Citizens of a freaking city shouldn't worry a dragonslaying hero. A lich. The high priest of a god of whoopass. You start as a the game as a healthy citizen. With your whooping 50 hp and your 1st level. Noone gives a damn about the law.. except arbiters. They like it. They enforce it. If they aren't doin their job, that's their fault. If you are all that lawful.. believe in the laws, think they're a necessary thing.. etc etc. Join the fraxing arbiters. Enforce them yourself. If, however, they aren't that important to you... Capiche?
