There is the factor that, while the only choice for most interesting evil characters was Empire, there are now a bunch of options, most of which fight against each other all the time.
That is to say:
-Ragers...fight imperials, masters, scarabs (by and large)
-Scarabs...fight imperials, ragers (by and large), sylvan (by and large), dawn
-Imperials...fight scarabs, ragers, dawn, masters when feeling cocky.
-Masters...fight ragers, imperials until whichever emperor started fighting with them deletes.

The fact that the two evil-only cabals have basically everyone else (short of masters) at their throats, and the fact that they are at each others' throats, makes it easier for the good-aligns to not get PKilled all the time.
But, from what I have seen, the "balance" is still in favor of evils, if for no other reason than that there hasn't been any true leadership of good-aligns since knights disbanded.
