I can understand an Arbiter being just. If

Evil Arbiter on the other hand doesnt have to be
just nor does he have to be anything.
Arbiters is not about justice or about order.
Arbiters is about enforing Laws, evils in most
cases will observe the letter of it and abuse
it to all hell. But thats just their take at it

Saying Arbiters should be just is like saying
battleragers have to fight honorably.
You know its not happening
