know about the code I've been working on also know I have been doing
something very similar.. You take X percent of the population,
and randomly assign Y skill, which they may (or may not) learn
at a later date. This way, not everyone will have a skill appear
later in life.. but if they do, it is unlikely it will be exactly
like something someone else manages to learn.
simply assign them the skill at X level, regardless of class
or race, if they fit the mold.
