Let's review facts. Masters are generally non-aggressive, so if they were to declare an unprovoked war they'd be going against their role. It has nothing to do with testicles. Empire is about world domination through manipulation of order and politics. Ideally, at least in my opinion, the Empire would respond only to rebellion. Afterall, you can't rule the world by spreading your resources too thin and thus weakening it. Would WWII have lasted as long as it did if it weren't fought in two theaters? Probably not. What happens when masters and empire go to war? They both lose because ragers and sylvan flourish outside the chaos. Now, I'm sorry that your rager or whatever is suffering now that you don't have a free ride in the clear blue sky without birds of prey to swoop down and fuck you up, but that's life.
