Dawn can't be more agressive. Dawn is not aggressive. If you want an agressive group of goods, then you can get together a large group of people who have the same feelings in game. Name yourself something, figure out some way of induction, find some place to meet and figure out a leader. You can act pretty much like a cabal without any powers or CB, and eventually, you may become a cabal.
Imms make most of the changes on CF, that doesn't mean that only they can make changes.
