Comparing two pieces of armor tells you which gives better AC. This is, unfortunately, more or less useless. Armor is usually selected on the basis of bonuses to hit/dam, stats, hp, or mana. AC helps a little but not much.

Comparing weapons, on the other hand, tells you which has the higher average. This is the main thing you want a weapon for, so comparing weapons is effective if you can't identify. (Occasionally, a weapon with a lower avg will be preferable for some reason.)
