You can get empowered before rank 11 (my record is rank 7), but sitting in the shrine praying is not likely going to do it, as when Shokai hear's your prays he will probably just watch you for a while to see how you roleplay and interact with others. Also, for Shokai's religion, my guess is that he would want to see you out hunting evil - something you will have to be at least rank 11 to do.
