There's no set rank to be to get empowered, it all depends on how the god you're praying to likes to evaluate you. Some of them may empower you at rank 3 after a good interview, others will wait til you're rank 20 or something, others will not interview you at all and just watch how you play.
Now, for Shokai, you better be damn good if you want him to empower your healer. Healers hardly will be able to follow his religion, but not impossible. Look for his comments, it's somewhere in the forum.
