when Shokai empowered me, took a while too.
Evern Shokai himself said, if you description sucks or too low rank he wont empower you.
he also mention he wants to observe those seeking him.
be patient, they might be watching. the thing i hate the most is that its pain sitting around for hours waiting
but no choice..
