Maybe there's a reason for it, then (text):

I've had several characters in Entropy, and
never once have I written a note to apply.

Think about it, though.. applications smack
of a formal (read: orderly) process.. does
that sound like it would fit for Entropy?
This isn't to say that you can't get inducted
if you send a note, but eh, my inclination
from my experience is that joining Entropy
is not something you consciously plan on from
the character's perspective (that would
involve organized intention to do it).

This leads me to suspect, though, that you
have some misconceptions about Entropy and
its purposeless purpose, which may be the
real cause of the problems you have with
getting inducted.

Not knowing anything more specific, though,
this is merely a guess.
